Approach

  1. Put Sogou first in the system list and remove or hide unused input methods;
  2. Use one language-switch shortcut so IMEs do not fight over the same keys;
  3. Turn off per-window input methods to reduce confusion.

Windows details

  • Settings → Time & Language → Typing → Advanced keyboard settings sets the default override;
  • Enable the desktop language bar to see the active IME;
  • Configure each user account separately.
